Dr. Victor C. Chen, a Life Fellow of IEEE, is internationally recognized for his work on micro-Doppler effect in radar and time-frequency-based radar image formation. He received his Ph.D. in Electrical Engineering from Case Western Reserve University, Cleveland, Ohio. He is the co-founder and Technical Director of Ancortek, Inc. He authored or co-authored numerous papers in journals, proceedings, and books.
