Mark Rowbotham

Mark Rowbotham is an international consultant, trainer, and writer specializing in Customs and Excise compliance and risk. His expertise extends to international trade, import and export controls, VAT on cross-border transactions, offshore Oil & Gas/Renewables, defense, security, and marine logistics. He brings extensive experience from the government, commercial, and academic sectors.

Rowbotham’s work centers on compliance, control, procedural, and risk management issues within Customs and Excise. This includes export controls and licensing, import duty reliefs, and rules of origin. He provides consultancy and training in these areas, as well as in international trade, supply chain operations, and indirect taxation.

He is a recognized specialist in Freeports and Free Zones, both in the UK and internationally, and has presented papers on the subject at numerous conferences. His book on Freeports and Free Zones was published in February 2022, followed by a book on international trade and customs risk in 2025.

His career began as an officer in HM Customs & Excise, where he managed import and export controls for maritime freight entering and leaving UK ports. In 2000, he transitioned to independent consultancy and training, focusing on customs compliance, procedures, and documentation. He continues to offer advice and training in these fields, along with related areas such as withholding tax and double taxation.

Rowbotham holds a master’s degree in international relations (1995) and a graduate qualification from the Institute of Export (1992). He is also a member of the UK Customs Practitioners Group.

He has a significant publication record, writing extensively on customs, export controls, and international supply chain compliance for various trade and logistics publications. His authored books include:
