About the Author

"Jarnail Singh, a 1974 batch IAS officer of the erstwhile Manipur-Tripura cadre. Important positions held by him include Chief Secretary of Manipur (Aug 2004 Jul 2008), Joint Secretary to PM (Aug 1996 Aug 2004) and Secretary to Government of India. Post retirement, he worked as Advisor (Infrastructure and Power) to Chief Minister, Manipur (2012 2017).
