Spencer, Ph.D., PE, worked over 30 years in the engineering and construction industry on hydropower, pipelines, roads, buildings mines and process plants. He is a former professor of construction management and construction engineering. He has taught courses in Planning, Scheduling and Control, Construction Estimating, Contract Administration and Resource Management.Rose Mary Lewis, P.E., retired vice president of engineering and construction, started her engineering career with the US Department of the Interior's Bureau of Reclamation.
