About The Author

Luca Belli

Luca Belli is a Professor of Digital Governance and Regulation at Fundação Getulio Vargas (FGV) Law School in Rio de Janeiro, where he directs the Center for Technology and Society and the CyberBRICS project. Professor Belli is editor of the International Data Privacy Law Journal (Oxford University Press) and Director of the CPDP LatAm conference. He serves on Brazil’s National Cybersecurity Committee, the Global Digital Inclusion Partnership board, and the Forum for Information & Democracy Steering Committee. He holds a PhD in Public Law from Université Paris Panthéon-Assas.

Walter Britto Gaspar is a lawyer and researcher at the CyberBRICS project and Project Lead at the Data Regulations project at the Fundação Getulio Vargas Center for Technology and Society. He is also a Ph.D. candidate at Universidade do Estado do Rio de Janeiro (UERJ), and Substitute Advisor to Rio de Janeiro’s Municipal Council for Data Protection and Privacy. Mr Gaspar was a Fundación Botín Programme grantee (2013) and a researcher for Fiocruz and the Shuttleworth Foundation (2017). He also served as National Coordinator of Universities Allied for Essential Medicines.
