Since the 1970s governments in Canada and Australia have introduced policies designed to recruit Indigenous people into public services. Catherine Althaus is deputy dean at the Australia and New Zealand School of Government and associate professor in the School of Social and Political Sciences at the University of Melbourne. Ciaran O'Faircheallaigh is full professor in the School of Government and International Relations at Griffith University in Queensland.
